Murphy’s Landing Common Areas, including designated pipeline easements and retention Ponds & “lakes”-NO vehicles or motorized wheeled devices which includes golf carts, motorcycles, scooters, mopeds, mini-motorcycles, go-carts, ATV’s- three or four wheelers (gas or battery) are restricted from use in the tract. By covenant the use of common areas is strictly for foot traffic only but limited use by non-motor or non-battery assisted wheel bicycles has been allowed. The exception to those restrictions are Primary Grounds mowers or other designated service vendors by the MLHOA Board. Utility easements exist for electrical, cable, water and sewer and the same restrictions apply to those areas.
All streets in Murphy’s Landing are city streets. The City of Indianapolis does not allow operation of any equipment or vehicles that are not classified as street legal. That definition requires licensed drivers, registration and plates, headlights, brake lights and insurance.
Formal definition from statute:
On the outside of your “vehicle”, street legal requirements include ground clearance, emission control systems, tires, brakes, bumpers, license plate, lights, hood, and windshields.
“Motor” Vehicle means a machine propelled by power other than human power, designed to travel along the ground by use of wheels, treads, runners or slides and transport persons or property or pull machinery, and shall include, without limitation, automobile, truck, trailer, motorcycle, tractor, buggy, wagon, watercraft, aircraft and any other type of machinery designed to transport a person or property. This definition makes the operation of some of the same vehicles listed above liable for citations and fines from IMPD, including golf carts, go-carts, ATV’s and certain other sizes and horsepower’s defined by statute. This publication serves as additional notice to residents and guests that Murphy’s Landing HOA will follow and enforce the restrictions.

Sidewalks: Electric motorbikes, also known as motorized cycles, are not allowed on sidewalks in Indianapolis.
Natural surface trails: Electric motorbikes are not permitted on natural surface trails, also known as mountain bike paths.
Greenways: Electric motorbikes are not permitted on Greenways.
Some other rules for electric scooters in Indianapolis include:
They can be ridden on city streets and bike lanes.
They must be parked upright, leaving 4 feet of unobstructed passageway.
They should not block accessible parking zones, bus stops, curb ramps, or driveways.
Riders must follow all normal traffic laws, including riding with the flow of traffic.
The Indianapolis Metropolitan Police Department is responsible for ticketing riders who use sidewalks or improper driving habits.
